The National Office of Electoral Processes (known by its acronym ONPE) is an autonomous constitutional electoral body that is part of the structure of the Peruvian State. It is the maximum authority in the organization and execution of electoral processes, referendums, and other popular consultations under its responsibility.
THE CHALLENGE
VULNERABILITIES AND CYBERSECURITY IN A DIGITAL WORLD
To provide and strengthen a scenario where digital security is essential to guarantee the integrity of institutional operations, the National Office of Electoral Processes (ONPE) of Peru faced the challenge of strengthening the perimeter security layer of its web applications. These applications, which are public and accessible to both citizens and workers, require strong protection against growing cyber threats.
In response to this imperative, a strategic collaboration was established between the cybersecurity specialists of Consorcio Digital and the Cloudflare platform, a leader in cybersecurity solutions. Through this partnership, the National Office of Electoral Processes significantly elevated its digital defenses, ensuring the reliability and availability of its critical systems.

THE SOLUTION
CUSTOMIZED PROTECTION AND CYBERSECURITY EXPERTISE WITH CLOUDFLARE AND WAF
We implement Cloudflare as an additional security layer for all critical web applications. WAF technology was configured to detect and block common cyber attacks, including attacks of all types. The solution strengthens their digital defenses and gives them real-time visibility into potential threats and attack patterns.

Our collaboration did not stop at the initial implementation. We continue to monitor and adjust the solution to address new forms of attack. Additionally, we provide ongoing training to the institution’s security team so they can understand and respond effectively to emerging threats.
Cloudflare’s network is private and compliant by design, maintaining certifications such as ISO 27001:2013, ISO 27701:2019, ISO 27018:2019, SOC 2 Type II, PCI DSS 3.2.1, C5:2020 and Qualification of BSI by the German Government has recognized Cloudflare as a qualified provider of DDoS mitigation services.
